I've tried crafting both Rich Phyto-Gro and regular Phyto-Gro and no crafting recipes seem to work. Is Phyto-Gro disabled?
Are you definitely using CHARCOAL dust and not coal dust...? Bring up the recipe in NEI and shift+click the ? icon to fill the crafting grid... if the ingredient you have in your inventory don't get put into the crafting grid then it means you don't have the correct items, if all the ingredients do all get put into the crafting grid okay but the output slot still remains empty then leave the recipe set up in a crafting station and then stand in front of the station and make a /ticket, that should at least make it easier for an admin to verify that the recipe is broken.
