Totally agree, but with Civi the pack has worked out well in the end. I feel more community input should of been requested in development stage.

 

how about this then for example:
1: community poll for general pack type(HQM, Magic, Tech, Exploration, Mixed[x,y,z]
2: poll for subtheme
3: mod suggestions evaluated by a board of longstanding members, active members, and staff(all handpicked, maybe 20-30 people)
4: mod input by aforementioned board, including nonmentioned mods we/they believe would fit well
5: development(minetweaking, ect)
6: final development(tweaking, bugfixes, working out glitches)
7: testing(Alpha, Beta)
8: release

 

how about, making like a movie or something,
like MONTY PYTHON in minecraft
