/msg NAME messagehere
Is what I generally use. After they've responded, you can do /r messagehere

 

Additionally, if you're using Tabbychat, it will create a new tab when you send or receive messages.

 

If you wanna create a PM on forum:

And then type the name on Participants and write a message.

 

for ingame offline messages:
/mail send playername message

 

For ingame, you can also use tell|t|whisper|m instead of "msg", like /t matryoshika hello, or /whisper matryoshika hello.

You can even just use @name <message> to initiate a pm with someone ingame, like this:

You don't even need to use a slash ("/") in front of the @ symbol!
