Implemented How I can buy a safe area? Is it measured by whole chunks or cubes?

Hello, my problem is i want to make a safe area but not exactly how it works, idk if bought chunks from bedrock to the sky or if it's too high, and donot how to do, can anyone explain? Thanks, Bye!
