Done Draconium multi-block energy storage

Hey so i was wondering if some one could shed some light on to my mistake. I been trying to build a draconium energy storage thing for almost 3 hours. i can get tier 1, 2 and 3 to activate but any thing above tier 3 wont. I dont know what im doing wrong. It is a 3x3 of red in the center and draconium blocks on the outside with the energy core in the center

maybe some one could grab a looksy and tell me what im doing wrong. I kinda figured it is some simple thing im over looking lol.

dont you need something else in the middle on ozone 2? carbon blocks or something, i forgot

 

in single player i was able use redstone.

 

Afaik, the recipe is changed for po2 to carbon blocks or something of the such.

Alright i will get some carbon and slap it in there. I knew i was over looking something. Thank you
