Sometimes i'll find myself with just as many as i had when i last checked, and rarely i see myself with more then what i had. It may just be the thousands i own already, but shouldn't claim blocks still regenerate as you play? What are the specifics about them.
I have been experiencing the same problem, I just get mine from voting, they should be automatically generating 1 per minute.
From my experience claim blocks are only obtainable from voting as the generation over time is disabled. But I can't say for certain.
