So i recently just claimed a load of unclaimed quest rewards and got a lot of quest bags, 1 good 19 greater, 9 epic and 3 legendary. as i started opening them i noticed the same rewards where coming up constantly, and that the percentage chance of getting these rewards was now 50%. I got through my good and greater bags and decided to record the last of the bags as i felt this was some kind of bug. The last 3 legendary bags also just flat out never gave me anything from them. hmm well from what i can read on here it doesn't seem intentional that it stops giving quest rewards Agrarian Skies: Hardcore Quest Bug Reporting | Page 39 | Feed the Beast right at the bottom is jadedcat answering a similar problem that someone else had
Altogether maybe around 50-60 ? something like that, but at that time when this happened it was 9 epic bags

Somewhere in the early days of AG I asked jaded about this, too. She told me that it is intended that the bag usage is limited. :/
