I believe it is also against the rules, to give people end game items, such as any draconic evolution item, but im not sure about beyond. Especially if he is bugging people to the pount where he "forces" them to give him items.

Well technically it is against the rules to trade privately for items that you can't make, but there's not an easy way to enforce it that rule to it's not
