Currently the RF tools Quarry card is unobtainable since it uses the shape card as a crafting part, the shape card is disabled and cant be crafted. I suggest the recipe be changed so it becomes craftable. Since the base shape card is rather cheap, (Costing only 4 paper 2 redstone 2 bricks and an iron ingot) And by the time you are even able to use it you should have a quarry running, I believe the recipe for the quarry card would be fine with just a piece of paper
The only reason the quarry card is not banned is due to it being uncraftable. Both are not allowed due to protection bypass and griefing.
I suppose that makes sense, Only the shape card is banned in 1.10 servers so I assumed it was the same in 1.7.10.
