Implemented Build Craft Land Mark

Im not sure why but on TDT this item is banned.
Was this intentional?
Without it BC quarries and fillers are kinda useless.

 

It's probably to prevent lag so that people can't make the quarry's bigger than default

 

its not really stooping much,
Ender quarries can be 256 x 256 and they have world whole upgrades if players wanted.(manybe also bann the world hole upgrade now that i think about it=

Any way to enable these in the overworld only so we can use fillers. Since quarries are "banned" in overworld this shouldn't be an issue.
