Implemented Magnum Torches not working

it may just be me but it seems that magnum torches arent preventing mobs to spawn

 

Magnum torches have a horizontal radius of 64 blocks, and a vertical radius of only 32 blocks
This may allow hostile mobs to spawn in caves/dark locations, under and above the protected area, that may be thought as protected, as the area is more of a disc, than a sphere

@Slind14 as magnum torches are a great tool for players to minimize the spawned mobs in an area around them, can the vertical range be extended in the configs? Or is that a set number, with no variables?
This is mostly asked regarding the TDT and DW20 situation.

 

As I've posted in the absence thread I do not currently have access to my stationary PC, due to hardware faults, thus I cannot check it myself, which I would've gladly done before posting my request

Spawned, chunk was loaded.
