Indeed. You require 20 lead ingots for the basic 1rf/t solar panel.
Like the Extra utilities/IC2 solars, you never get more for your work, so to speak, when you get the next tiers. You only compress the machines into 1 block.
Thus, you can calculate that any solar panel requires 20*[rf/t output], just for the cost of lead

I'll try to make the best solar soon however, thanks to my ender-quarry, bedrock dim. mining, and soon also my UU-matter factory.
I'll possibly make a complete chart for all the needed materials for these solars, as well.
