Implemented Timer on Server Restart Requests (/srv request)

    We need to have a timer added to the command to vote for a server restart. Because I keep seeing people try and do it to have it fail and then either the same person or another person run it again. This is just causing spam in the chats.

    Also people keep doing this when the tps are over 12 so they should add something like if the tps are over 10 they cant do it because then the server restarts for no reason

    i belive that at least 30 minutes is needed, as the ususal restart is hourly (i belive) and therefore 1/2 an hour is approximately when the lag must start to drain, so if it gets bad enough people have to wait to see if it gets better first

    there is already a 40 minute delay from server startup. This about votes failing and new ones being started a second later, unless I broke it with the last update?

    Implemented with the next restart, its untested so please give feedback if it works or not.
