No, that is when someone breaks 1 of the pedestals around the structure or try to move it, it simply blows up the rest.
Actually dark look at the structure its suppose to be a obsidian circle but its just half of it and even if it blow off obsidian is pretty resistant to explosions
You are right :/ i don't know if it can be regenned of something to fix it. If it doesn't show any sign of player damage, someone should be able to regen it.

why not regen the portal to get rid of the dead portal (the broken one) and spawn a new one in with the creative eldritch spawner thingy? It would be like a regeneration fix
I still find it funny how the obelisk completely failed to spawn, there were crimson cultists there too, i stole the banners
If it is regenned for you, then you will have to throw away the banners first or else you will simply get free banners
