I just found 2 pieces of redstone ore which was generated underground in the overworld. (Thaumic mining-level so it shouldn't be a problem for the "normal" redstone way for the pack). Not sure if that is normal in the new regrowth-update, but since I thought there shouldn't be any kind of ore-generation, besides in the nether, I report this here for now.
Yes, as all resources need to be grown.... but then again not really as I believe their is nether Redstone ore? Should not be to much of an issue. If it is we could do a search and replace a-sink for the ore and replace with store.
From what I can tell, it doesn't break the progression. You need a thaumium-mininig-level tool, and you should get redstone-plants before you can get thaumium or at least at the same level (I think the infused-plants are same tier as redstone). [edit] Only people who are lucky enough to find steel in chests (in dungeons e.g.) probably would be able to get it. But finding steel which you can smelt into a pickaxe head, pretty much breaks most progression concerning the thaumium-wall.
As long as I get permission I can do so later today. This would require that async be on the server. Truthfully would prefer to have an @Administrator on console when I do it.
I don't think you can count the voting-rewards into the progression of the modpack. That would be almost impossible to balance without just disabling the rewards all together or only give out absolute basic stuff (bonemeal, charcoal, clay and such things).
