Done JAVA using more then set maximum

So i ve found out that when i have set in mym launcher setting for JAVA as follows Minimum 1024, Maximu 4096 and PERM 1024 that Minecraft is still using more then 7 GB and it slows down my comp becasue the other ram i had went to the graveyard.
Is there any other option how to set it that it cant use more then those 4GB ?
Running win 7 64-bit.
Latest JAVA 8 update 65 i think

 

But started doing after i was playing wiht the settings. When i mooved it to 6GB and then suddenly my PC wasnt able to handle it.

Before i could have open 3 more games and opera and watch video. It would still run smoothly . I could simply switch pages in opera, opening new ones and still it would be smooth.

So when i saw what it is doing i turnd it down to 4 Gb but it is still using more then 7 GB and i am not able to swithc so easily. I can even open opera if i dont want to wait 5 minutes while running MC.

So is there something what could do to make it better ?

And before anyone says. Redownload the pack. Reinstal java. reinstal drivers and such. I did try all that. Last option is reinstal win but i will not. Because i think there is just some wrong setting or something which i am missing.

AMD Fx 8350 ,GT 670 , 8GB ram.

 

Nope . java still using over 5.6 GB of ram. It is little bit better but still. And i aslo check HDD but he seems ok.

And i wasnt able to put those dots there

OK here they are. If you find something wierd and does not need to be related to JAVA. Please let me know i am not that skilled.

And this state was when it was in menu not actual gameplay.

 

I have absolutly no clue whats going on with my PC. Sometimes i can run anything i can thing off with MC and then suddenly i cant. I will reinstal system . It is time. After 2 years.
