For who are the chunk loaders are enabled depends on the server. On horizons all can use them. You can't craft it or what exactly is not working?

I had to delete the quest file because of instant server crashes but forgot to run /hqm enable. It should work now, sorry.

The permission plugin don't get a world switch event with some mod things like the linking books, so it things you are still in the other world....
