I have had the problem for a while now i have not been able to chat all it says is Cannot Send Message and i have accepted the rules this problem has lasted as long as i have been on the server (For about a month) here is a screenshot. If that doesn't work go onto your multiplayer settings and change it to chat to shown. I had the same issue but I looked on google and found it was that so I changed it and worked!
