Capacitor bank under Bedrock is.

 

The capacitors need to be on top of the bedrock and then the rails need to connect to the bedrock too all the way up to the seed.

 

Then the Capacitor Bank does not have to go there?

 

It should be: bedrock, then on top, capacitors, then on top the seeds. On the sides it should be rails that touch the bedrock and the capacitors.

It's your light level/light source. I tried it with an enderio light, one block over and two blocks down and it works. It also does not like sunlight, so I covered the holes in the ground.
