Done Recipe for Quartzanthemum Seeds

Is there another way to get the Quartzanthemum Seeds because the only thing i see for the recipe is through the use of Phytogenic Insolator but it will still need the seeds to make more of it.

Will that work even if the recipe is not in NEI?? because Im still lacking in resources to test this.
