Is the watering can bugged, or has its use been disabled?

Watering can is not disabled, and actually works. When you compare it to other packs though it does not offer quite the same speed boost. Crashlanding crops are slow to grow (due to hunger overhaul) , the watering can helps, but crop growth is still slower than you'd experience in other packs. :bookworm:

I believe older versions require you to fill them up with water via right clicking it on a water source.

This is true too, and if you need to turn your particle effects also turned on to see it sprinkle.

I tried to do that, the watering can is no longer shown as empty, i tried combining it with a bucker, right clicking on a water tank, right clicking on a water source block, nothing, and when trying to use the watering can, which the item is named "watering can", not "watering can(empty), it does nothing
    EDIT
I will see if my particle effects might be turned off, i dont remember them being turned off.

Particles might be set to minimal by default, I had to move mine up, and I wouldn't have set them that low intentionally.
