Google Chrome, Everyone.

 

thats only if you ever have a bad connection lol

 

Oh I have done this a couple times I find this happens when the page is loaded improperally and so its placed In a different format

A refresh always seems to fix it though

 

I did this by clicking refresh over and over, It only appears for a couple seconds, but getting a screen shot was easy

 

Windows 8 start button....well there's your problem
