I'm pretty sure nonexistant items would just be blank in the book, but that's actually showing it, meaning it's probably just hidden from NEI is all.

With more people having problems with the quest they can see that the quest is not able to be done because you made a post asking how doesnt mean its the same thing i went into depth of showing that the mod is not there and what quest and what quest tree it was in just because you made a post asking about the quest doesnt mean its the same thing
