Implemented Agrarian 1 hit the player limit for HQM

    well looks like while i was playing on the server we hit those 1024 player files in HQM again.
    now opening the q-book in the binder is also crashing myself and others.

    When the server restarts it will reset your quest book and fix the crash issue. Assuming multiple players are having the same issue let me know and I can manually restart.
