I assume the ip you are using is 148.251.47.21:25560 (please verify)? If that is the case, are you on a special network? Meaning behind a firewall that might block this port? You could test this using telnet. But that isn't enabled by default anymore, here would be a guide: How to Activate Telnet in Windows 7: 9 Steps (with Pictures) What you would need to put into the console at the end would be telnet 148.251.47.21 25560 If it doesn't work it will tell you "Could not open connection to host..", if something else or nothing it worked. Another thing would be to test if the connection to the ip it self is working and if not where it breaks. This would tracert 148.251.47.21 (screenshot or copy/paste the output)
