I really believe that the quarry should be allowed in the bedrockium dimension. Considering you have to be very end game thaumcraft to get here, you shouldn't have to come here manually to mine for 20-30 minutes at a time, just for some resources, when you can set up a quarry and avoid all of the work. The banning of the quarry in this dimension I believe can if not already has turned people away from playing this mod because they can't even quarry in here.
