It creates this massive dome, which you can just walk through, but doesn't load up until you get close to it, and just despawns when you move away from it. But it creates such horrendous lag It's called Building guide. I was at a stable 80 fps, and dropped down to 5 in seconds.
If a player leaves a particularly large one active but hasn't built within it's projected pattern in a few days then you can break it and leave it in a chest at the location along with a warning sign saying not to leave it active longer than necessary, but it is not something we would ever ban as it is very useful when used as intended, and the vast majority of people do use it only until they finish filling in the pattern with normal blocks. Don't get me wrong, I appreciate that it is unfortunate that it can lower the fps of people on low spec computers, but if people are using it for its intended purpose as a guide for building large complicated shapes as its name suggests then there is nothing inappropriate about that.
