Like it says on the title, mobs don't appear to spawn through manual means. I have a (vanilla-type) enderman spawner and MFR villager and pigman auto-spawners, and none of these are spawning. The villager spawner, which is the only one I've had the power to test with, since my main power source is ender pearls, appears to complete all of its work ticks, make the spawn particles, and spawns nothing. Cursed earth and vanilla spawners in the Nether are working as intended.
all mob spawning that uses the normal spawn system is limited. once there are more than 12 mobs/animals within a 3x3 area it will not spawn any more.
There were 0 mobs in the area. The witch spawner was in a different location, and cursed earth also wouldn't spawn when placed in the rooms used. It works correctly during a blood moon and in different chunks.
Try Ender IO power spawners. You can collect the "soul" of any mob and spawn them using RT. Powered Spawner - EnderIO
I've just had a thought. In many of the affected areas, I've had difficulty placing blocks. This was sometimes fixed upon relogging, and every time there was a fix, I heard a cow die to my Well of Suffering, which I set up today. I originally thought this was just a client-sided bug, but I think the issue may actually have been caused by hidden mobs, which were somehow partially removed, but left an imprint on the server. It would also explain why the use of Extra Utilities trade stations in the area where my villagers used to be crashes me.
