If you cant place fire then you are not able to make sulfurous acid for which you have to be able to burn a block of sulfur and because of that you cant make a batterie and because of that you cant store RF. My suggestion is to turn on fire at least in the farm world.
You asked this already and it was answered. To light the sulfur block on fire you simply put a flint and steel in a dispenser pointed at the sulfur block and use a redstone signal to trigger it lighting the block on fire and making the sulfuric acid. (Make sure to have that block in a pool of water)
