Uhh, You're gonna have to provide more info man. what's the command do? And why you believe it should be implemented, if it is possible for them to do so.
It makes day look like night and night look like day. I'm not entirely sure it was ported to 1.10 though.
i highly doubt it would really help as it only changes the clients time not the servers unles you like the night time then maybe some kind of texture pack that makes it "night" all the time?
