Have the possible rewards for this been changed? I used to get all kinds of stuff from them, good and bad, but lately I just seem to get fish jerky, spaghetti and meatballs, and occasionally Unbreaking III books. This happens at all rarities, from basic to legendary, whether they're obtained from quests or voting tokens via the random items option in the shop. Having such a limited range of rewards makes things way less enjoyable and makes finishing quests and getting the random rewards from voting much less exciting as I know I'm just going to get junk, whereas previously I had a lot of fun opening the bags and seeing what cool was in them...
If I remember correctly the more you use the bags the less chance there is to get good rewards. Eventually you will just get bad stuff like you seem to be getting.
