Done Rice Paddy Problem

This may be a noob thing. When I try to make a rice paddy with a hoe then shovel or a mattock twice I get the agri-craft water pad and the rice will not plant in it. What am I doing wrong?

 

Put crop sticks on it?

 

ye you should just need to stick crop sticks down

 

Or take the other rise thinghy from Pam's... There is 1 other sort that work withour rice Paddy but work the same in the recipe. Just use that with crop sticks and once grown you can use that.... If im not mistaken.
