Recipes seems to be broken. Supposedly helium cels are crafted in an industrial centrifuge with crushed endstone or glow stone with empty cells, not working. Another way you are supposed to craft it is from a helium plasma cell which is to be crafted in a reactor, but to craft the reactor (or the fusion coils needed for the reactor to function) you need helium cells.
