It would only be able to be added to the custom MyM packs that contain it, all the other packs you would need to ask the modpack maker to add it
For what server do you want this mod? I know that the Infinity modpack will get Thermal Dynamics in the next update. It is also very likely that the other modpacks will include this mod, as Thermal Dynamics just came out. But as Benny here said, any non-MyM original modpacks will require the modpack maker to include it.
Ender io will always be superior to Thermal Dynamics, You must keep in mind Ender io can have 1-5 differant pipes in one line. So for Testing you would need to have every pipe that does the same thing as Ender io. For example. Ender io line- Fluid, RF, Redstone signal, ME cable... ect You would need to place one of each of the corresponding pipes, It will take up more space and might even use more resources server side.
thermal dynamics changed the pipes to be WAY better than EIOs, with warp pipes, and yadayada, the only problem is that their "bad" machines, when you see what will go on about them due to something i found on forgecraft *through a soaryn stream*, you'll find out why
