the repo is hosted by: creeperhost.net and one of ichuns mod wants to access a file. why don't you open the address in a browser and see what it is? I guess it either contains the latest mod version for the update checker or a donor list.
I don't thing ichun would put up a xml bomb, so yes but I think it will also work without being able to get the file.
