I think it is important that even if a player cannot claim his land, maybe not enough claim blocks or whatever, he should be safe to play the game...
I actually agree, for a new user to minecraft or even to modding I would advise to play direwolf.. in addition to it being a nice and stable...
yes definatelly write a ticket, that is always the first step.. the mods can then always check what happened and if the area was claimed or not
