Actually the mekanism blocks are being hidden by inpurecore, if you remove mekanusm from that all blocks will show.

As its a 1.8/1.9 pack there is currently no stable way of hosting a public server for it.
They need to be named to be able to stay on server restarts/reloading of chunks otherwise they have a chance to despawn with the vanilla despawn...
theres no order to it, otherwise different saves would be swappable because they would have the same id's, its random :P
The ids are set to the blocks when the game is loaded, the mod and forge dont set the id's it just randomly given to the mod by forge upon load
