Yeah its how they set it to be, might be a bug with the graves or something to do with the quick break that mym adds
This is pack default, the graves spawning when you fall into the void was turned off to make the pack harder.
do you have a runic shielding bauble on ? If so thats what causes you to get hit but not take damage when pvp is off

If your doing commands only in a mod, it would be better off creating a plugin instead. As then forge isn't required just to run a few commands
