Clearly the Cow Level should be required for progression.
Perhaps giving a shorter timer for PvP deaths and for new players in order to reduce player loss? I can't imagine there will be a huge playerbase...
Not sure how well you could balance a mechanic like random loot with massive power. Perhaps it would be more effective to require the higher level...

That would depend on the version and the intended direction of the pack, but it looks like it would be containing FTB Utils at the very least.
