The chunk loader is explained when you do /banneditems. It gives you the exact reason.

It's blue and black. People call it an optical illusion, but it's actually an eyesight test. People will poorer eyesight see it as gold and white.

Try with oak wood, not birch. Reason I note that, is because the texture of the bookshelf is oak, so Birch probably doesn't work at all ^^'
