try a block of terrasteel and knightmetal is almost gone from the twilight forest by now
knightmetal is near impossible to get... and elementium is just 2 manasteel...
only problem, the mod doesn't have progression

the update must have fixed it (if there was one) as i haven't played for awhile, but i'll tell you, people were getting kicked by using the normal...
reason there are no twilight portals allowed as when one was used everyone would get kicked
for the ones you need to breed to get, i think that'd be a yes

the most likely reason the endgame list says nothing about the jetpacks is that they were glossed over, and the list is a live document aka it is...
i understand, but it was technically a blatant violation of the rules as he even agreed they were endgame when i asked him to take them off......
