Can you make a mod called Agrocraft that has sprinklers which explode in a 5x5 chunk radius if you put two of them in adjacent blocks?
Sprout is the newest modpack by ThePhoenixLodge who made Regrowth and it got released on Friday.
I think Sprout uses a different mod that makes mods harder if you go further from spawn. But of course I don't even know yet whether that works on...

None of the three mentioned is a kitchen sink pack.
Taking any kind of vigilante justice usually ends in a PVP bypass which gets you banned, so I am strongly advising against that.
