The dino is saved in the player file. Teleport doesn't help

Commands which were in /help are now in the wiki and /help gives the link to it. The wiki also shows information about the portal.
Hm, weird. The player has the permission. Have you set up the gate correctly? As it can drop and place depending on the settings.

It is not possible to disable the sound from the server as it is on the client. You have to delete the sound file or replace it.
Exactly, they should use the blocks but if claims are allowed they don't need to use them which makes it too easy. Also, I see you still useing...
Btw, don't use minefactory lasers if you use optifine. It will crash your client.

You get only the tier 1 solar panels, so I don't see an issue here.
The current issue is that withers don't break blocks in claims.
You get the rank after max. 15 minutes but the + takes a restart to update. To find your claim just use /claimslist.
Try with build perm first.
