For the normal craftin table have you tried clicking on the empty spot where the harvester is supposed to come out of? Sometimes it's invisible...

They are purposely disabled by the pack creator because because he claims they are to over powered for this modpack a style.

You could just setup a huge cactus farm and use that for water.
