try opening your cmd and write "ping (ip of the server)" if you get a respons the server should be up and running. If it says timed out the server should be down. As far as my knowledge goes
Sir you are showing the ip. Please delete as it should not be public. Then the problem you have is probably on your end.

shouldn't affect anything ever, you're directly accessing an IP address, as such a dns server could not change how you're contacting the server
If it disconnects you, but the others are fine, there is probably some error occuring when you try to connect. Someone should look into the server log at the time you try to connect.
Well you wont be able to connect to the server if you get a 100% loss of data transferred eg not responding to ypur ping.
