Well, there are enough plugins to do so already and in the past, there have been quite a few cities that lasted for a few months or even years. I had a city once that survived for about 1.5 years with active members, then went on 2 more years as a ghost town. Furthermore /market is a plugin that pretty much does the selling part for people... Also maybe let's hope it won't take a month to make the reset decision...
