You wont, the other player must have a gym already built if he was to challenge the leader for the rights to be that gym type leader.... not to take over their current leaders gym.

O hai again! I was having the ideas. I like the idea of player run gyms, but what about other player run establishments? I'm not that interested in running a gym tbh, but I would love to be able to run a ranch and "Poke Stop & Go" where I could hire NPC shopkeepers to sell pokeballs and food I produce and have a working poke centre I could let people use (but be claimed so people wouldn't trash it). Not sure if that would be possible right now, sounds a bit towny/ economy like and I'm not sure 1.10 has that kind of utility yet, but then I'm less interested in making poke dollars and more interested in adding atmosphere to the world and helping other players out.
Here is a cool idea that I'm sure everyone will like, how about every week, there is 3 tournaments. Each tournament is for 3 different levels of pokemon, starter (example: level 30 abra), mid (example; level 60 charizard), and the high tier (level 100 mew). The rewards for each tier is 1 shrine for each level/tier (I'm not much of a pokemon fanatic, but the most overpowered shrine goes to the highest tier, 2nd most powerful goes to the second level, so on and so fourth). This could also happen with ultraball tournaments. Maybe every week (So every player has the same chance) there could be 1 ultra ball tournament (Someone already has a post on this, not going to steal it ) Don't have enough time to spell/grammar check, power is about to go out (thunder storm)
I do not think handing out shires will be wise. I had an idea to make Temples for each shire and make them not single use. Meaning if you bring the orb full of souls to the shirne, you can get a legendary bird. Still just a thought. Also i think i have decided on how to make the safari zone/zones. It will use the Pixelmon Grass that acts like tall grass from the game. You walk in the grass and a random pixelmon from that biome spawns.
Less strain / entity count per world. And, I feel more players would be in the overworld then a farmworld (safari type area). That would decrease lag.
That great thing about Pixel grass is.... it does not spawn pixelmon unless a player is walking in the grass Pixelmon Grass - Pixelmon Wiki It is just like the game. Currently i am working on a huge project, if i decide it is a good idea, i will share it with all of you. This will be my biggest challenge i have ever tried in minecraft... so wish me luck. It will be using this Grass mechanic and an Adventure. @Slind if i do complete what i am working on, i will love to share it with you...
